Saving smart quotes

In version 1.0.6 the Preferences dialogue box (found
under the Tools menu in those days) had a "Save"
button at the far right along the bottom of the dialogue
box. Unless you clicked that, selecting "Enable smart
quotes" from the Layout tab had no effect.

In the 2.2.x versions, I see no "Save" button, and sure
enough, I can find no way to have smart quotes, even
though Enable Smart Quotes is indeed selected.

So do I have to stay with version 1.0 if I want smart quotes?
