I take it you are on a Windows XP machine. If so, then the
following checks won't harm you <g>

Open up Control Panel->Regional and Language Options. You have
three tabs. Check out if your language of use on the machine is
correct.
Then, Go To: Languages. Here make sure you have ticked the box
that says "Install East Asian Languages.
Move to the third tab Advanced and make sure you have NOT turned
off advanced text services.

Make sure that IE, OE (and any other MS imbedded application) is
using Unicode. It will not harm if you check out Firefox and any
other text editor.

It would seem that, somewhere, your machine maybe using something
other than Unicode.
