Page Up or scrolling up

I have Windows 2000 and AbiWord 2.4.1.

When I open a document in AbiWord, there's a 1 inch margin above the
text. And a 1/4 inch space above that margin.

But when I'm down the page and I scroll up or press Page Up, the page
will only advance to the top line of the text. It will not display the
1 inch margin above the text. Or the 1/4 inch space above the margin.

How can I get it to Page Up or scroll up to the top of the page and not
just the top line of the text?
