Did you try the keyboard switcher shipped with KDE? It has one, at least
KDE 2.x does. In KDE 2.x you can find it by something like
Preferences => Peripherals => Keyboard
but in KDE 3.x, which you probably have, it could be somewhere else.
There are other means and other programs as well to switch the keyboard
layout under X, but this is probably the simplest to get going.
