Smart quotes

I have just written:

> when I highlight some text, the text becomes white, and so very hard
> to read.

And I have also had a very quick answer :-)

I have another small one: I can't seem to be able to get smart quotes
to work properly. Even though they are on in the Preferences, I always
get straight quotes.

Mac OSX 10.3.6.
