Menus: Format, Columns...
Or click on the icons for columns on the standard toolbar.
I think there are limited plans for frames based layout in future
version of Abiword but within the current feature set Columns are probably
the only solution.

Right justify can be set on a per cell basis and has a convenient shortcut
so I can only assume you are doing something special and that ordinary
Right Justify is not enough.
