i just checked in new code to support a 'system default'
set of preferences -- that can override the values that
we have internally in "_builtin_".

i added an empty set of overrides in abi/user/wp/system.profile
that will get copied as part of the installation.

we may want to consider having each of the different unix
installers update this file for various system-wide things
like fonts, dictionaries, and etc....
