commit: win32 native plugin GDIPlus support

Hello,

Well. Long time without commits. This weekend I wrote the GDIPlus support for
our Win32Native plugin. When running on a GDI+ capable system we use this API
to do the image conversion instead of the old IPicture interface.

GDIPlus is included in any WinXP or better and it's available as separte
run-time for older system.
