fix problem of encoding with bookmark import

Can someone with a Little Endian machine test that bookmarks for
http://home.t-online.de/home/huebner.christoph/files/schuldrecht.dot are
properly decoded ?

They should be _TOCsomething. If it does not work, it is pretty obvious.
