Arabic-related changes; we now have basic support for Arabic
(although it will take a genuine Arabic user to evaluate how it
works). The glyph shaping should work on Windows; on Unix only
under utf-8 locale with Unicode fonts since the alternate glyphs are
absent from 8-bit Arabic charset (the are located in uFExx).
