Okay, a big patch against wv
(1) removes possibility of wv's own iconv
(2) removes codepage checks
(3) general rewrite or iconv detection - hope it doesn't break anything
(4) more abiword-friendly, including configure option
    --with-peer-iconv=abi specifically for diving make system
(5) detect need for const in iconv (quiets compiler warning in text.c)
(6) check for existence of io.h

(Probably best to check with Dom before applying this.)

And a small one agaist abi to implement (4) above.
